Опытный образец троллейбуса изготовлен СТМ-Энергорешения (г. Санкт-Петрербург), входящим в состав холдинга «Синара – Транспортные Машины» (СТМ).

В марте 2023 году серийное производство троллейбусов передано на новый завод холдинга СТМ в Челябинске - ЧЗГЭТ ("Челябинский завод городского электрического транспорта").
