Версия ГАЗ-21 с двигателем, представлявшим собой модификацию ЗМЗ-13 от ГАЗ-13 "Чайка". Автомобили делались для спецслужб, в частности для КГБ. Замена двигателя повлекла изменение элементов передней части кузова, незаметное снаружи. Для улучшения управляемости часть машин комплектовалась импортными шинами.
