В начале 2005 года изготовлен первый опытный образец под обозначение Урал-63655. В середине 2005 года автомобилю изменено обозначение на Урал-6563. С 2005 по 2006 год изготовлено несколько опытных образцов с самосвальным кузовом Камского машиностроительного завода объемом 16 м³. Двигатель ЯМЗ-7511.10 (400 л.с.).
